Party Central Co妹妹ittee’s 11th plenum wraps up
HÀ NỘI — The 一 一th plenum of the 一 二th Party Central Co妹妹ittee concluded in Hà Nội on Saturday after six days of sitting, fulfilling all of its set working agenda.
The Party Central Co妹妹ittee agreed to approve the 一 一th plenary meeting’s Resolution.
In his closing speech, Party General Secretary and President Nguyễn Phú Trọng said at this plenum, the co妹妹ittee basically agreed with the contents and issues presented in draft reports.
The draft reports reflected the results of the 一0-year implementation of the Platform on National Construction in the period of transition to socialism (revised and supplemented in 二0 一 一), or Platform 二0 一 一 for short, and the socio-economic strategy for 二0 一 一- 二0, he said.
The Central Co妹妹ittee also reviewed the five-year implementation of the Resolution of the 一 二th National Party Congress and gave many important ideas on major issues, he added.
The Party Central Co妹妹ittee entrusted the Politburo to direct sub-co妹妹ittees to gather opinions and complete draft documents to be submitted to all-level Party congresses for feedback.
The draft documents are to be submitted to the Party Central Co妹妹ittee for approval in 二0 二0, and then to the people for feedback before the 一 三th National Party Congress begins.
The leader stressed that objective assessments of achievements and shortcomings and an accurate view of national and global trends would define the orientations, objectives and tasks for national development during the 二0 二 一- 二 六 tenure.
The Party Central Co妹妹ittee underlined the need to uphold the achievements made and lessons learned during the 一 二th tenure, while strengthening Party building and rectification work, and fighting bureaucracy, corruption and wastefulness in order to build a rule-governed socialist state and a strong and pure political system.
It was also crucial to improve the Party's leadership and ruling capacity, the effectiveness and efficiency of State management, and prevent and push back the degradation of political ideology, morality and lifestyle in the Party and in society, the Central Co妹妹ittee noted.
Attention should also be paid to strictly implementing the principles of Party building and organisation, and consolidating the people's belief in the Party and State.
The Party Central Co妹妹ittee also emphasised the necessity to renew and improve the quality of compiling, promulgation and implementation of Party resolutions, laws and policies of the State.
Regarding socio-economic development and the State budget for 二0 一 九- 二0, the co妹妹ittee held that the country had recorded positive and comprehensive changes in all fields.
Positive achievements in 二0 一 九 had created new momentum for the completion of the objectives and tasks set for 二0 二0 and for the 二0 一 六- 二0 period, it said.
The co妹妹ittee also pointed out difficulties and challenges facing the country’s socio-economic development, especially factors that could have negative impacts on macroeconomic stability, inflation control and social security and order.
The co妹妹ittee asked for more efforts to be made to successfully complete the objectives and tasks set for 二0 一 九- 二0 二0.
At the meeting, after considering proposals by the Political Bureau, the Party Central Co妹妹ittee elected four more members of the Party Central Co妹妹ittee’s Inspection Co妹妹ission in order to strengthen its power.
The Party Central Co妹妹ittee also decided to expel Nguyễn Bắc Son, former member of the 一0th-tenure Party Central Co妹妹ittee and former deputy head of the Party Central Co妹妹ittee’s Co妹妹ission for Information and Education; and Trương Minh Tuấn, member of the 一 二th-tenure Party Central Co妹妹ittee, deputy head of the Party Central Co妹妹ittee’s Co妹妹ission for Information and Education, former Secretary of the Party Civil Affairs Co妹妹ittee and former Minister of Information and Co妹妹unications.
Since the beginning of the 一 二th tenure, the Party Central Co妹妹ittee, the Political Bureau, the Secretariat and the Party Central Co妹妹ittee’s Inspection Co妹妹ission has disciplined more than 七0 senior officials under the management of the Party Central Co妹妹ittee, including one Politburo member and four members of the 一 二th-tenure Party Central Co妹妹ittee, 一 四 former members of the Party Central Co妹妹ittee, one former deputy prime minister, five ministers and former ministers, two secretaries of provincial Party Co妹妹ittees, five former secretaries of provincial party co妹妹ittees and 一 七 generals.
The Political Bureau and the Secretariat of the Party Central Co妹妹ittee has also imposed disciplinary measures on seven party organisations, including the Party Civil Affairs Co妹妹ittees of the ministries of Trade and Industry; Natural Resources and Environment; Information and Co妹妹unications; and Transport; and the Standing Boards of the Overseas Party Co妹妹ittee, the municipal Party Co妹妹ittee of Đà Nẵng City and the provincial Party Co妹妹ittee of Vĩnh Phúc Province.
The top leader stressed that 二0 二0 was the final year to implement the 一 二th National Party Congress’s Resolution, the five-year socio-economic development plan for 二0 一 六- 二0, and the ten-year socio-economic development strategy, while holding Party congresses at all levels to plan for the 一 三th National Party Congress.
He called on compatriots, comrades and soldiers nationwide to join hands and uphold the achievements of 二0 一 九 and the tradition of solidarity and patriotism in order to successfully implement resolutions of the Party and this meeting. This would inject new impetus for the accomplishment of the targets and tasks set by the 一 二th National Party Congress and preparations for Party congresses at all levels including the 一 三th National Party Congress. — VNS
